The Director of Programme Quality is responsible for driving excellence across all programs by establishing, monitoring, and continuously improving quality assurance frameworks, performance standards, and evaluation systems. This leadership role ensures that all projects and initiatives align with organizational goals, donor expectations, and international best practices—enhancing impact, accountability, and learning across the organization.
Key Responsibilities:
Strategic Quality Oversight: Develop and implement a comprehensive programme quality strategy that aligns with the organization’s mission, operational priorities, and sector standards.
Monitoring & Evaluation (M&E): Lead the design, application, and enhancement of M&E frameworks to measure program performance, outcomes, and sustainability.
Learning & Impact: Foster a culture of learning by analyzing results, facilitating internal evaluations, and integrating evidence-based improvements into programme design.
Compliance & Standards: Ensure that all programmes meet internal quality benchmarks, donor requirements, and international humanitarian and development standards (e.g., SPHERE, Core Humanitarian Standard).
Capacity Building: Oversee training and mentoring initiatives to build internal capabilities in quality assurance, data analysis, evaluation, and adaptive management.
Stakeholder Engagement: Collaborate with program teams, technical leads, and external stakeholders (including donors and partners) to ensure shared understanding of quality expectations and impact indicators.
Reporting & Communication: Deliver high-quality reports and analysis to inform strategic decision-making and communicate results to senior leadership and funding partners.
Innovation & Continuous Improvement: Promote the use of technology, data systems, and innovative practices to enhance the efficiency and effectiveness of programme delivery.
Qualifications & Experience:
Master’s degree in International Development, Public Policy, Social Sciences, or related field.
Minimum 10 years of progressive experience in programme management, quality assurance, or M&E, preferably in an NGO or international development setting.
Proven ability to design and implement robust quality frameworks and drive organizational learning.
Strong leadership and people management skills, with experience leading cross-functional teams.
Excellent analytical, presentation, and communication skills.
Proficiency in relevant data analysis software (e.g., Power BI, SPSS, or similar).
